Kurzprofil

Prof. Dr. Ulrich Meissen leitet den Geschäftsbereich Electronic Safety and Security Systems for the Public and Industries (ESPRI) am Fraunhofer-Institut für offene Kommunikationssysteme FOKUS. Er absolvierte sein Studium des Wirtschaftsingenieurwesens an der Universität Karlsruhe und am Trinity College Dublin. Schwerpunkte seines Studiums waren Operation Research, künstliche Intelligenz sowie Umwelttechnik. Nach seinem Abschluss als Wirtschaftsingenieur arbeitete Prof. Dr. Meissen als IT-Manager für die Versicherungskammer Bayern, wo er Entwicklungsprojekte im Bereich der Schadensabschätzung leitete. 

Seit 2000 ist er als Wissenschaftler bei Fraunhofer tätig mit den Schwerpunkten Informationslogistik, Event-basierte Architekturen und Frühwarnsysteme. In seiner Dissertation beschäftigt er sich mit effektiven Alarmierungstechnologien in Frühwarnsystemen. Während seiner Forschungstätigkeit war er maßgeblich in zahlreichen nationalen und internationalen Projekten im Bereich Frühwarnsysteme und Gefahrenabwehr tätig. Unter anderem leitete er das Projekt WIND, ein Unwetterwarnsystem, das sich in Europa mit etwa 2,5 Millionen angemeldeten Nutzern zum erfolgreichsten kommerziellen Unwetterwarnsystem entwickelt hat. Zusätzlich war er als Berater für das zentrale Systems Engineering im Deutsch-Indonesischen Tsunami-Frühwarnsystem (GITEWS) tätig. 

Derzeit ist er für die weitere Entwicklung des Bevölkerungswarnsystems KATWARN verantwortlich, das in zahlreichen Städten und Landkreisen in Deutschland (u.a. Nürnberg, Berlin und Hamburg) eingeführt wurde. Aufgrund seiner Forschungstätigkeit und seiner jahrelangen praktischen Erfahrung ist er in der Fraunhofer-Gesellschaft ein zentraler Experte für öffentliche Warnsysteme und vernetzte Sicherheit.
