Curriculum Vitae

Dr. Ulrich Meissen is heading the Business Unit “ESPRI - Electronic Safety and Security Systems for the Public and Industries” at Fraunhofer FOKUS. He received his Master degree in industrial engineering from the University of Karlsruhe and he spent one year at Trinity College, Dublin, where he specialized in artificial intelligence algorithms and applications. After his studies he worked as an IT-Manager for the insurance Versicherungskammer Bayern, managing development projects in the area of applications for damage estimation. 

Since 2000 he has been working as a research scientist at the Fraunhofer, where his main research fields are information logistics and early warning systems. His field of research is about effective alerting in early warning systems where he received his Phd on “Targeted Alerting in Early Warning Systems”. During his time at Fraunhofer he was responsible for the implementation of several early warning systems, such as one of the largest European commercial weather hazard warning system WIND with appr. 1.5 Mill. subscribed users. Since 2007, Mr Meissen was involved in the development of the German-Indonesian Tsunami Early Warning System (GITEWS) responsible for the central systems engineering. He leads parts in several projects for public security like the EU projects IMSK and Opti-Alert. 

Currently he is responsible for the implementation of the last mile public alert system KATWARN on the community level, which is operational in different counties and cities of Germany, e.g. Frankfurt, Hamburg, and Frankfurt. With his research focus and practical experience he is a key expert for public warning systems at Fraunhofer society.
