The healthcare sector is under significant pressure to transform due to rising costs, a shortage of skilled workers, and ongoing digitalization. Statutory health insurance funds (GKV) are actively involved in the further development of healthcare. In doing so, they process social and health data that requires special protection and must ensure data protection, access control, and traceability (e.g., Art. 9 GDPR, § 284 SGB V). Digital solutions promise to ease the burden in areas such as administration, documentation, analysis, and services. However, this requires that the systems be developed and deployed in a trustworthy and robust manner. Artificial intelligence (AI), for example, can automate routine tasks but requires clear governance and compliance with the requirements of the EU AI Act. Similarly, telematics infrastructure (TI) and electronic health record (ePA) services must be operated securely and reliably. In rural areas, telemedicine can help reduce gaps in care, but this requires a reliable network infrastructure.
