Open data platform for the cross-disciplinary evaluation and publication of social data

Together with the Berlin Senate Department for Integration, Labour and Social Affairs, we have developed a prototype of the “Sozial-Informations-System (SIS)” (Social Information System). This data platform is now to be implemented as part of the “PaaSoDat” project through which statistical reports, health and social data will be provided across all departments via the Berlin state network.


Task and Problem Definition

The Senate Department for Integration, Labour and Social Affairs wants to extract its own data from the Berliner Gesundheits- und Sozialinformationssystem (GSI) (Berlin Health and Social Information System) and transfer it to its own open data platform in order to record, locate and process health data in a more structured manner. In the previous “Sozial-Informations-System (SIS)” (Social Information System) project, we developed the prototype of the platform together with the project partner. This is now to be transferred into a productive system and extended by a number of functions such as an extensive visualisation component.


Solution Approach and Technical Implementation

The “Plattform für die fachverfahrensübergreifende Auswertung und Veröffentlichung sozialer Daten” (PaaSoDat) (Platform for the cross-disciplinary evaluation and publication of social data) is intended to integrate social data from different sources, prepare it and make it available for further processing. In the previous “Sozial-Informations-System (SIS)” (Social Information System) project, the first task was to define the technical and functional requirements for the new platform. On this basis, we conceptually described the new system and built a prototype using modules from piveau®. Our concept also considers the feasibility and costs of implementation in the ICT infrastructure of the state of Berlin. The existing prototype is now to be transferred to productive operation. In a first work package, we plan and develop the conceptual realisation and commissioning of the existing prototype. At the same time, the requirements for a functional extension are to be recorded and analysed. Subsequently, the productive commissioning of the existing prototype solutions will be accompanied and the supplementary systems to be developed will be conceptually described and prepared as a “showcase”. A key component of the new functions is the integration of the open source application Apache Superset for the creation of visualisations and dashboards. Through the integration of piveau® and Superset, the Berlin Senate Department for Integration, Labour and Social Affairs should be capable of independently creating visualisations and dashboards based on its data. The objective is to introduce and implement the developments at the IT Service Centre Berlin. The data platform is to be deployed as a module of a large-scale IT architecture in order to map, evaluate and analyse the social situation across all specialist procedures.
