Administrative services and public information resources should be available online without any disruption across different media and be accessible through central portals. Interoperability is key to this, ensuring that data, processes, and IT systems can work together across different organizational levels and that digital services can be reliably provided. However, federal responsibilities and heterogeneous IT landscapes complicate implementation. In addition, requirements for information security, data protection, and reliable digital access, as well as for user-centered design and accessibility, are increasing. These are, however, prerequisites for acceptance and participation in the public sphere and in digital government services.
