Service platform for efficient, transparent administrative services

Task / Problem:

The digital transformation is forcing public administrations in Europe to fundamentally rethink internal processes, services and infrastructures in order to offer privacy-compliant, secure and cross-border solutions in the future. The GLASS project aims to fundamentally improve and automate the administrative processes, service quality and data exchange of public administrations.

The basis for this will be a citizen-centric eGovernance model with a distributed infrastructure based on modern software technologies which supports in particular the interaction between citizens, companies and the public administration.


Solution Approach / Technical Implementation:

The project uses a distributed data repository that allows users to run applications and access data simultaneously and in accordance with OZG guidelines. In this case, peer-to-peer, distributed ledger, and machine learning techniques will be deployed to provide a public and distributed infrastructure. The data storage will provide the foundation for running and managing distributed and secure applications (dApps). A single sign-on wallet-as-a-service (WaaS) will provide access to the services in compliance with the Single Digital Gateway policy. This will create an interoperable data space that enables public administration to provide services efficiently as well as transparently while protecting citizens' personal data.

Fraunhofer FOKUS is leading the development of the technical architecture, the implementation of the decentralized data management and standardization activities.

The solution is piloted and evaluated based on actual use cases.
