Einfach.Agil.Mobil – New guide to user-friendly digital management services

Digital administration services should be simple, intuitive and usable for as many people as possible. For this to succeed, they need to be designed in a more user-centered way. The “Competence Center Public IT” (ÖFIT) at Fraunhofer FOKUS, together with the Public Service Lab, has compiled a guideline for user-friendly digital administration services.

Numerous studies and surveys show: If citizens can deal with a matter intuitively and without asking for additional information, making mistakes or dealing with misunderstandings, they have a positive administrative experience. With the newly published guide, the authors show how public administration institutions can make their administrative services even more user-friendly.

Aim of the guide

The guide is intended to give an initial introduction and overview of the most important points in the development of good digital management services. It offers orientation, practical recommendations, clear examples and tips on further sources of information.

The guide focuses on the following points:

  • Agile and user-centered design: How do you define a digital administrative service so that it is easy for citizens to understand and use?
  • High accessibility: How can you avoid usability barriers when designing digital administration services?
  • Plain language: How do you formulate texts in such a way that they are clear and understandable for as many citizens as possible?
  • Technical development: How can you offer your administrative services safely and easily on mobile devices?

Target audience

The guide has been written with decision-makers, IT managers and developers in public administration, especially local authorities, in mind. It is intended to be helpful for all those who are faced with the challenge of creating a digital administrative service or who are involved in its creation.
