Reiner Liebler is the Head of the Department Technical Telecommunications Regulation at the Federal Network Agency for Electricity, Gas, Telecommunications, Post and Railways in Germany. Currently he is also a Vice-Chairman of the ITU-T Telecommunication Standardization Advisory Group (TSAG) and Chairman of the CEPT COM ITU Project Team on Strategic ITU-T Issues. From 2011 to 2014 he was an ETSI-Board member. In 2007 and 2012 he was the Head of the German Delegation to the ITU-R Radio Assembly (RA) - in 2007 he was also the Head of the German Delegation for the ITU-R World Radio Communications Conference (WRC).
