Mr. Jürgen Rurainsky is in charge of international standardisation at the Federal Agency for Public Safety Digital Radio (BDBOS), the operator of the TETRA-based mobile communication network for first responders, disaster relief and associated supporting organisations in Germany. The international standardisation activities include contributions to 3GPP and ETSI as well as interoperability definitions at TCCA, in order to provide the building blocks for the next generation PPDR mobile communication network, based on 5G.

Abstract

Tailored PPDR Mobile Communication

The Federal Agency for Public Safety Digital Radio (BDBOS) is operating the largest Public Safety TETRA network. This network is defined by more than 4,600 base stations all over Germany and has an availability of more than 99.97 %. The next generation network will include broadband services, while maintaining the essential voice services. With the presentation BDBOS wants to provide more information as well as use cases to line out operative-tactical requirements projected on 5G capabilities. The availability of standardised SSTs for Public Safety is essential for first responders and associated organisations in Germany. It is proposed to claim standardised 5 SSTs (4 + one reserve) for public safety at the minimum: Mission Critical Push-to-Talk, Data, Video, IoT and reserve.
