Open Architecture to implement the EU SD

In its eGovernment Lab Fraunhofer FOKUS has designed a technical architecture that enables collaboration between numerous ‘Points of Single Contact’ (PSC) and public authorities across the boundaries of SOA platforms. Consistent use is made of SOA platforms from different vendors. Two basic premises underpin this implementation against the backdrop of the EU Services Directive (EU SD)
(1) Ensuring maximum ease for institutions in terms of those IT tasks which the EU SD sees as central to its rollout,such as process-modeling.

(2) Ensuring flexibility in terms of changes to statutory and organizational regulations and their dependencies. In the FOKUS scenario, for instance, an applicant from France has a user account with the portal operator of his home town on which he stores his personal user profile. From his French portal he launches a geographic search to locate and access the relevant PSC in Germany. He submits his business registration application which is processed by the German PSC under set deadlines and with the participation of all the relevant authorities.

For easier understanding the complexity of process modeling involved in providing responses to status enquiries has been streamlined. To demonstrate the flexibility of the FOKUS approach, a process change on the PSC side is  modeled which the service operator can recognize through changes in the status presentation. The scenario also shows how the PSC controls compliance with deadlines and how the whole on-going process can be handed over to another PSC.
