IT Supported Request and Dispatch of an Indictment

The “IT supported request and dispatch of an indictment” is a model scenario demonstrating communication between administrative services via the DVDV (German Administration Services Directory) and OSCI Web Services. With this IT communications infrastructure, which has been successfully used by German Registration Offices for change of address data since January 1, 2007, legal, local and administrative authorities can work and talk together independently of other administrative procedures. Authenticity, confidentiality and integrity of data are guaranteed.

This specific scenario in the Fraunhofer FOKUS SOA Laboratory shows an electronic request for an indictment from another Public Prosecutor’s Office. The data from the database of the Proceedings Register of the Central Public Prosecution Service has been prepared by the Public Prosecutor’s Office’s administrative services –in this case MESTA - so that the prosectur can virtually make a request for an indictment with a simple mouse click. Address and certificate information is collected from the SOA-based DVDV. The data is sent to the intermediary using the OSCI transport protocol and XML metadata (XJustiz). In standard cases, once the electronic request is input, a copy of the indictment is created with DMS and sent back as a response. From now on the prosecutor can see the indictment on his/her screen. When messages are exchanged, additional request and dispatch texts are automatically generated, which are saved or filed in DMS.
