A series of EU-SD (Services Directive) Conferences -Senior Management Forum

December 4 was the start date of the Services Directive event series that is being jointly hosted by Fraunhofer Fokus, Software AG and Behörden Spiegel (Spiegel Public Authorities) in the upcoming months. In his introductory speech Prof. Dr. Radu Popescu-Zeletin, director of Fraunhofer FOKUS, emphasized the importance of implementing the European Services Directive to promote one stop government: also in Germany.

In his welcoming speech Uwe Proll, Editor in Chief of Behörden Spiegel, also spoke about how it makes no sense to view the SD implementation as just another “window in the appointment book” that needs to be filled, and emphasized instead that the services available with public administration do not only need to be thoroughly examined and become more concentrated, they must also become client oriented. These services include the Point of Single Contact (PSC), the citizen’s office, the call center, the portal and normal consultation times, alongside the Services Directive.

Bernhard Sprenger-Richter, head of the department of administrative modernization and office of corporate council for the Berlin Senate Department for Economics spoke about the current state of the implementation process. Mr. Carsten Hansen of the German Association of Towns and Municipalities described the situation for urban and middle-sized districts and the opportunities and challenges the SD implementation presents for the municipalities. Sascha Höcherl, public sector director of Software AG, recommended that all of the around 100 representatives that were present from ministries, states and municipalities keep using all the software solutions they are currently using and that they have used until now along with the help of Service Oriented Architectures (SOAs) and the concept of Business Process Management (BPM), and to newly organize them but not to attempt a completely new approach at this stage.
