The European research project SWEB develops a technical architecture in order to design cross-border, efficient and secure mobile eGovernment-Services in Europe. SWEB is coordinated by the Fraunhofer Institute FOKUS.
The SWEB platform and services will be demonstrated, tested and evaluated in municipalities and cities of seven EU and non-EU Members (especially in Western Balkan, e.g. Serbia, Albania, Former Yugoslav Republic of Macedonia). The project is funded by the European Commission under its Sixth Framework Programme until spring 2009
GOALS
Its overall objective is to develop a secure, interoperable, open, affordable platform upon which secure cross border government services can be built.
The SWEB-platform will be demonstrated via two services:
Residence Certification Service as a specific example for a secure municipal document exchange service, in which a public organization and individual citizens can securely communicate e/m-municipal documents.
Electronic/Mobile Invoicing, which allows tax administrators to implement new tools and procedures to carry out alternative controls.
Technologically, SWEB is a follow up of the eMayor-project – Electronic and Secure Municipal Administration for European Citizen – which developed the eponymous eGovernment-platform “e-Mayor”. This platform provides the basis for the development of new and interoperable services and creates an innovative way of mobile access to eGovernment-Services.
In practice, the eMayor-project already realized the exchange of automatically translated residence certifications between two European administrations.
Mobility aspects are most important in SWEB since penetration rates for mobile services of all Western Balkans are more than double than those of fixed lines. This provides the advantage to regional public administrations to skip a step and enter directly into mobile government.
TECHNOLOGY
The main technical aims of SWEB are design and implementation of security technologies for mobile Web Services which are appropriate for structurally weak and low budget infrastructures.
SWEB provides a secure architecture to build a public administration platform which will be accessible from different countries satisfying the open, secure and interoperable goals respecting European policies.
SWEB also considers political aspects concerning secure mobile eGovernment, because the consortium consists of partners from Western Balkan countries. The cooperation between the EU and the Western Balkan can contribute towards the cooperation not only on a research level, but also on a political level in order to solve pan-European problems.
