Polish Competence Centre for e-Government and e-Education

The Polish Competence Centre for e-Government and e-Education – PCC – was founded in February 2005 by the Foundation for Economic Education (Warsaw), Poznan Supercomputing and Networking Centre (Poznan) and Fraunhofer Institute for Open Communication Systems FOKUS (Berlin). The PCC is an independent and non-commercial initiative that supports its partners from public sector in Poland in such areas as electronic government and electronic education. PCC deals primarily with design, planning and implementation of projects in the mentioned areas. PCC has a network of valuable international contacts and constantly fosters exchange of skills and experience ensuring bilateral profit for partners and high quality of the implemented projects.

ACTIVITIES

PCC deals with design, planning, implementation and documentation of numerous e-Government and e-Education projects and supports its partners and clients in getting financial sources for their projects.

The PCC works closely with research and economic research institutes, technological centres and companies in Poland and in Europe. Polish Competence Centre leads evaluation, introduces and financially supports new technological solutions for the public sector, educational organizations and small and medium-sized enterprises.

PROJECTS

Fraunhofer FOKUS and Polish Competence Centre have cooperated so far on the following projects:

Polish eGovernment - Laboratory

In the preliminary phase of this project, the e-Government Laboratory with some example scenarios was established in Warsaw at the PCC. Further, some training sessions organized by Fraunhofer FOKUS for polish partners took place. In the next steps, a real-case pilot project was implemented to contribute to solving of problems of polish administration employees with respect to interoperability of the existing technologies. E-Government is the area where a constant exchange of knowledge and experience between German and Polish researchers takes place.


Interoperability

The goal of this project is the preparation of a White Paper about interoperability together with the implementation of a model project, where the problems of interoperability in the public sector would be presented technically and conceptually in a real-world example. Trainings and workshops considering the interoperability are planned furthermore.


Legal Knowledge Base

A Legal Knowledge Based System is a computer-based system that applies knowledge or legal rules in a concrete situation and is able to give a recommendation for a certain decision. The application of knowledge based systems has a positive impact on the quality and efficiency of the decision making process of public administration employees despite of the difficulty of the legal context. 

A goal of this initiative is an implementation of a pilot project (based on the project of PCC ‘Interklasa’) and development of the conceptual and technical solution to support the decision making in the polish public sector.
