eCaesar

A research and demonstration “Centre for Advanced Studies on Electronic Services”, eCaesar, is emerging in Bucharest under the initiative of the Fraunhofer Institute for Open Communications Systems FOKUS.
On February 17, 2009 representatives from the University Politehnica of Bucharest (UPB), the Academy of Economic Studies Bucharest (ASE) and Fraunhofer FOKUS signed the agreement in a ceremonial manner, thus laying the foundations to set up the centre in Bucharest. The festive opening event included speeches from both Romanian and German Research Ministries, the Ministries for Telecommunications and Information Technology and many other high ranking representatives from government and industry and piqued a strong interest in the broader Romanian professional public. The presence of high ranking members of the Romanian government at the event underlines the high level of importance that the bilateral establishment of this alliance is being afforded in the eGovernment arena; also by the Romanian government. A wide range of approaches to research and current key questions were discussed at the eService workshop which took place on the following day as part of e-CAESAR and this was also highly successful.
The new institution is establishing a long term bilateral collaboration between Romanian research institutions and Fraunhofer FOKUS Berlin.

The aim of this centre, founded by Fraunhofer FOKUS, the University Politehnica of Bucharest (UPB) and the Academy of Economic Studies Bucharest (ASE), is to carry out research in the eService arena as well as to set up an eService platform in Romania and its southern European neighbours. ECaesar’s main topics of interest include international interoperability in eGovernment and standardisation, service oriented infrastructure, increased security in administrative processes and the cross-border exchange of services. The centre is supported by the Fraunhofer Gesellschaft and the Federal Ministry of Education and Research (BMBF).
